[Fiware-lab-federation-nodes] Installation of Ceilometer on all nodes

Dear all,
we are planning to improve the current monitoring system of FIWARE Lab for
two main reasons:
- overcome many problems encountered with some components (mainly
collectors)
- add more measures (usage data) requested by the FI-Core reviewers.
Our plan is to build the new solution around Ceilometer.
So what I kindly ask you is to start installing this tool (Ceilometer) on
your nodes. This is a prerequisite for the new monitoring system.
Of course for the moment just install Ceilometer but do not change anything
else in the monitoring system otherwise you will disappear from the
infographics :-). We will come ack with more instruction after you
completed the installation.
So I am going to open a jira ticket for each node.
