You can do that using the API (openstack tools doesn't provide this kind 
of tool) --- This way:

curl 
http://cloud.lab.fiware.org:4730/v3/OS-EP-FILTER/projects/${project_id}/endpoint_groups 
\
      -H "X-AUTH-TOKEN: ${token}" -H "Content-Type: application/json" 
2>/dev/null | jq -r .endpoint_groups[].filters.region_id

--- jq is a tool I like because it allows you to filter json, its free, 
portable, etc.  You can use any other json tool to get the results.

You can do a lot of things using your Openstack CLI.
