Dear, I’ve just tested the situation in Berlin region, since was one of the regions you mention and I’ve managed to create an instance launched from the image Ubuntu12.04-server-x86_64. I did not add a public IP since it was just a test and I did not requested it. Are you sure to follow all the steps to create an instance ? In Stockholm you should be able to self book a public IP. Please let me know this solves your issue in creating an image.
