Hi, I shutdown one host from guest OS at cloud lab and now I am not able to
boot it again. Any operation on this host from Cloud Lab site throws an
error, even changing public IP to other virtual host to get access to VPC.

This is shown instance info (private information hidden):


cloud11
HIDDEN
8192 MB RAM | 4 VCPU | 80GB Disk
SHUTOFF None SHUTDOWN
And this is error message:
Error rebooting instance cloud11. Cause: 409 Error
{"conflictingRequest": {"message": "Cannot 'reboot' while instance is in
vm_state stopped", "code": 409}}

Is this right channel to report these problems?
