Dear Bernd,

General question, general answer :) What you raise is realistic but a 1%
case if I am right. It could take more time to discuss how to create a
procedure than the work needed by the actual incident.  In my view,
whoever is in charge will have to apply  common sense and decide how to
act case by case. If he/she feels powerleess to handle it, then it will
be the time to escalate to Federico, Manuel  and I and we'll see what to
do.

If it turns out to be more frequent than expected, then we will have to
create a more formal procedure. I would not go any further for now
unless people complain.
