I think support for different category ontologies would be good for 
generality of this generic system.
One possibility for better category is e.g.:*"category": [</category/>, 
</category/>,...]*
   where </category/> is "</ontology code/>:</category name/>" or 
"</category name/>" .
   The latter would be for the default ontology (to be defined).
Multilingual presentations of categories is different problem. 
Translations could reside with ontology definitions or in application 
specific servers. The same applies for possible icons for categories.

Could you tell more about tags.

  * What kind of tags would be useful here?
  * How tags would be used?
  * Who defines tags for a POI?
  * etc.
