[Fiware-ngsi] Missing target namespace in XSDs

Hi,

I guess by the lack of answers that we haven't defined namespaces so far :)

In that case, I would suggest following ones:

For Ngsi9_Operations_v07.xsd
https://forge.fi-ware.eu/schemas/ngsi9

For Ngsi10_Operations_v07.xsd
https://forge.fi-ware.eu/schemas/ngsi10

For Ngsi9_10_dataStructure_v07.xsd
https://forge.fi-ware.eu/schemas/ngsi_data
