[Fiware-ngsi] NGSI 9 update

Hi all,

An updated version of the NGSI 9 binding is online:

Adding changelog table
Harmonized the introductory description with NGSI 10 binding
Made support of interaction with /contextEntities/{EntityID}/attributes and /contextEntityTypes/{typeName}/attributes optional.

Moved the contents of chapter 5 into the beginning of chapter 4.


This is now also ready for publication from my point of view, but please check.
