[Fiware-ngsi] Procedure to remove closed discussions

Hi,

I think we should define a procedure to remove the discussions already closed from the thread, so only the active/pending ones remains in the thread and, this way, we keep the focus on the important things. Currently the thread includes 27 discussions (which is quite large), but several ones seem to be solved and inactive.

I'd propose the following procedure:

  *   If you think that a discussion in which you have taken part can be closed, add the following comment: "[XX] (To close)". You cannot cast such comment in discussions in which you haven't taken part.
  *   If all the people involved in the discussion have cast a closing comment like the one described above, then the discussion can be closed.
  *   Closing a discussion means  to remove it in from the email in the next round. Maybe we can even though in storing them in some "permanent" place, such a wiki page. Discussion number identifiers are not reused, as they can be uses to refer that particular discussion in the future.
