[Fiware-ngsi] PR polishing NGSIv2 spec and next steps

Hi,

Please find the following PR with changes on the NGSIv2 specification in order to fix some minor issues towards the end of May releasing of the "stable" version ("stable" in the sense it was discussed in the audio yesterday).

Anybody is welcomed to have a look and comment (you only need a github user account to do comments), specially NEC and Orange. In fact, you will realize that some of the changes are derived from NEC feedback in past emails during last week. In addition, you can use the "LGTM" (Looks Good To Me) acronym in comments to express you are fine with the changes.

Next steps are:

  1.  Close and merge that PR by next Monday EoB (I understand that 2 bussiness days is ok to review a short PR)
  2.  New PR: do a proof-read on the whole document. Ken Zangelin has volunteered to do that.
  3.  New PR: copy the current .apib. So at this point we have lastest.apib and stable.apib (not the actual names, but good enough for the discussion in this bullet list)
  4.  New PR: on the stable.apib to remove parts that are not mature enough (note that these part will not be removed from latest.apib, so discussion on they will continue to eventually produce the next stable iteration of the spec) and to change the "Status" section to a disclaimer in the line to what it was discussed in yesterday audio (i.e. explaining that the specification is stable but slight changes due to further discussion may happen).
     *   Needed input for item 4: the "Release Notes" on open discussion topics that we were discussing yesterday. As far as I understood, NEC will provide this input (please tell me if I'm wrong).

I understand that the above plan is aligned with what we discuss on yesterday audio but if that is not the case, please tell me so.
