The table is not ideal and there are other maybe even better models, but this is easy to understand for reviewers and it is easy to show progress. If you are uncertain, I invite you to give a best guess indication. We need to be practical now and I will make sure this is reflected in the text, e.g. The table shows approximate state and expected progress per city.
