[oasc-iot-lsp-cities] CITYkeys KPIs

Dear Margarida,

Please find enclosed the CITYkeys performance measurement KPIs.
This substantially extends the simplistic Arup and TRL models we use for overview. They can also be used inthe open call assessments.
There are KPIs on project (page 21-) and city (35-) level.

I would especially suggest the ones in the following sections, from a curated list I maintain.
The ones marked with (*), SynchroniCity can substantially develop this KPI, since they're currently underdeveloped in CITYkeys.
