[oasc-iot-lsp-cities] Section 2.1 update + 2.2

Hi Mirko, all,

section 2.2 attached (8 pages, let me know if I need to trim this down to
7). In format to integrate in master doc.

To do:
1. Read the Exploitation strategy to see whether convincing (we can balance
text with the exploitation potential and add a bit more info about OASC). S
ebastien/Nuria/Martin/Alex/Mirko/Juanjo.....
2. IPR, I added some new parts provided by Remco (not all). I suggest
industrial partners to read. I may need to reduce this part if section too
long. Industrial partners mainly
3. Dissemination events: ALL, if you have time send your list or some more.
