As for the second question - while it seems possible that a proposal can be submitted by several entities (3.2) - what is not clear how to submit such a proposal.
Shall there be a consortium leader, who submits the application?

Our company has been involved in OpenStack activities since 2011 and we are considering to participate in the tender.

We would like to ask two questions:

-          which is the anticipated date when the new hardware capacity should operational?

-          Is it possible that a consortium submits the bid?
