[Fiware-streaming] FI-WARE Streaming

Dear all

The streaming enabler is on the wiki http://forge.fi-ware.eu/plugins/mediawiki/wiki/fiware/index.php/Materializing_Data/Context_Management_in_FI-WARE#Stream-oriented_Generic_Enablers and I tried to add a goal for each epic.
If some of you have time to go through this, I would be happy to receive last comments.

Remark : I included a proposal from Federico on Software Defined Networks in the "ManageMonitor" epic.
