Initial Comment:
Debería aparecer en la cabecera de la página con el formulario para crear un ticket una indicación de la semántica que queremos asignar al campo "Severity". Esto creo que se puede configurar cuando creas un tracker.

Sugiero los siguientes criterios:

Blocker - Is blocking a very important activity. Has to be resolved inmediately, leaving everything else aside.

Critical - Is making a very important activity painful or putting at risk an important milestone that was planned.  Has to be resolved in a matter of few days maximum, leaving other Major tickets that are being tackled aside. 

Major - It's an issue that is important to attend because it would enhance the productivity or will help to reach an important milestone.  Has to be resolved in a matter of days, a week maximum.

Normal - It's an issue that has to be resolved as soon as it can be, provided no blocker, critical or major issues are solved.

Minor - It's an issue that would be nice to solve.

Trivial - It's an issue that is Normal, but may be worth doing it first because it's rather trivial.   It could be ahead of tickets that are:
* Normal - when confirmed it takes less than a day
* Major - when confirmed it takes less than half a day
* Critical - when confirmed it takes less than two hours
* Blocker - when confirmed it takes less than 15 mins

Enhancement - self-explanatory
