[Fiware-technical-committee] Non CACs can be candidates?

I think both statements are inaccurate -- NO need to push actual code to 
become CAC; TSC candidates DO need to be CACs (and sign CoC).

If someone from the TSC can clarify It would help. My understanding is

I recently check with Juanjo if anyone could candidate and he said 'yes'. 
No mention of active contributor was done. 

I saw request to apply as  CAC some time ago but my understanding had been 
that a condition was to have push some code. Thus I did not apply

You are not recognized as FIWARE Chapter Active Contributor, I cannot find 
you , thus you cannot be a candidate at this time. 

Please check emails from months ago on how to apply for being a CAC

Status of CoC signing:  79 de 96 -> 82% 
 
But the worst part is that some of the candidates have not signed the CoC 
yet. That?s not acceptable if the CoC is not signed in the next three 
hours the election process will be suspended for those Chapters where 
these people are candidates.
