[Fiware-technical-committee] Preliminary document on "FIWARE IoT&Data Manager"

as discussed in the last TSC, we are looking for feedbacks on the document (especially for the general scope and required features).

Meanwhile, we are progressing with the design. Gabriele is working on the data model for the middleware and the related APIs.
