[Fiware-technical-committee] My review to the dev guidelines

Hi,
I made a PR with my review to the guidelines:
https://github.com/Fiware/developmentGuidelines/pull/11/files

Many are “cosmetics” changes, the may comments w.r.t. the content are:

- A public instance may be deployed in the FIWARE Lab (Ask FF Staff):
  1. not all services may be suitable for a global instance
  2. it is very important to clarify who takes care of the operation and support of such service,
      if you expect to be the developer, this may be a killer factor -> activity could be very resource consuming and may not be funded.

- Roadmap is available **and linked** at [https://wiki.fiware.org/Current_Supported_Features_and_Roadmap_in_FIWARE] (Ask FF Staff)

   I believe that we should not forcing content duplication. If the roadmap is in an external repository, duplicating will easily create 
   inconsistencies (beside the overhead)

- Consider adding educational content on the [https://edu.fiware.org FIWARE Academy]. See also [https://wiki.fiware.org/Working_with_the_FIWARE_Academy]

what will be the future of edu.fiware.org? if it is going offline, we should drop this.
