Proposal: Allow a set of items in the backlog which is governed by the WPL and is NOT checked against external representations (in particularly not counted as errors towards the EC). It should not be counted as "issue" any more with negative effects for the chapters. (SAP proposed at least 4 distinct and possible solutions to circumvent this).
