[Fiware-wpa] URGENT: "observations" for the assessment of the EC in FI-WARE Y3

Dear all,

We've seen an email from Arian in relation with the assessment of FI-WARE in Y3 stating that "These decisions are considered as part of a review, and therefore the consortium may make observations on these decisions within one month of today (see article II.23.8). ". Unfortunately, this shortens the period to receive such observations to 1 month with no time for interaction with the EC. This means that the deadline is upon us and it is really tight.

As far as I can recall, the list of partners who have expressed their interested in approaching the EC in a way or another is: SAP, DT, OneSource, NEC and Thales. Luckily, the internal deadline we gave is the end of July and these are all we had, and some comments were minor.

Given the urgency, I've produced a quick template to fill in with your "observations". Each partner can fill in their part and send it to me in private by Wednesday noon. So on Aug, 10 at mid day I will put it together and send it to the EC.  Please note that I cannot jeopardize one partner for the sake of others, we will be unable to wait for individual contributions longer than that.

If a given partner on the list of 5 partners whom I've mentioned before decides not to send observations, please let me know before or on the deadline.

P.S. We've approached the PO to extend the period to 2 months but we feel pessimistic about it. Let us work under the assumption that this will not happen.

Today we have received the Financial Statements of the third period of FI-WARE project from the Commission.
Please find attached 5 files regarding the Commission’s assessment of the third period.

Please note that according to Article II.5.8 of the grant agreement, the consortium may give reasons for any disagreement with the outcome of the Commission's assessment within two months from the date of receipt of this message. If we do not submit a written request within this period, the consortium is deemed to have accepted the Commission's decision.

Besides, the Commission asked us to inform you that
-According to Article II.22 of the grant agreement, the Commission may, at any time during the implementation of the project and up to five years after the end of the project, arrange for financial audits to be carried out, by external auditors, or by the Commission services themselves including OLAF.
-According to Article II.23 of the grant agreement, the Commission may initiate a technical audit or review at any time during the implementation of the project and up to five years after the end of the project.
Please inform the other beneficiaries of the results of the financial assessment for this last reporting period.

IMPORTANT: We need to know if any partner disagrees with the Commission’s assessment before paying the Final Payment. Please take in account that I’ll contact with all of you in another particularized e-mail to confirm your banking account.
