[Fiware-cloud] Resource Management GE -- initial list of Epics

Hi,

I've tried to come up with an initial list of Epics describing the main 
work areas associated with the Resource Management GE. Your comments are 
welcome.
Basic IaaS stack up and running (compute, storage)
Virtual networking with Open vSwitch
Storage enhancements
Security considerations
Monitoring and integration with metrics framework (resource utilization, 
management events, etc)
Enhancements to management fabric (scalability, resiliency, etc)
Resource guarantees and performance isolation
Mobility and related scenarios
Enhanced VM placement
Automation of bare-metal operations
Capacity planning, over-commit management and admission control
APIs (e.g., OCCI)
Admin toolkit
Integration with Service Management GE
Support federation scenarios
