[Fiware-iot] Architecture modification implemented

Dear IoT,

This is just a short notification that I implemented the architecture change proposed yesterday in the wiki. This includes moving the Observation Handler from Things/Resources Management GE

to Exposure GE

By the way, does somebody feel responsible to describe the Device-Level API, the Process Handler, and the Semantic Handler in the Exposure GE?
