[Fiware-testbed] minutes of the today phc

dear henk,

1 - unfortunately the catalogue system, as it is now, does not notify
me pending task, and honestly i'm not surfing it every second. so if
there is anything new you want to publish please let me know.

2 - the "terms and conditions - external availability" (i approved a
new text for this tab just now) still reports "The Terms and
Conditions for external availability have yet to be determined." and
this text is no longer accepted by the ec. please fix before 30
october as requested by the ec in the review report 5.

3. the link for the "installation guide" in the "documentation" tab
still points to a private page.

i hope this clarifies.
