[Fiware-tools] IMPORTANT - Minutes draft

Dear partners,
yesterday, reviewing the Architecture chapter of the DevComE technical 
description
we have considered not necessary to proceed with the proposal to spit the
architecture and the functional aspects of the tools we are providing.
Let's keep the single chapter and update it directly mainly on:
- Catalogue (@EAB)
- Deploy (@ENG)
