[Fiware-tools] Reply letter to Y2 cost rejections

Ciao Davide,
unfortunately I don't have experience in this eventual situation as to
provide you valuable feedback. This document seems to be reasonable and
well argued. Nonetheless, I wonder if it is worthy to be sent.
I have added one user manual into the tables. Thanks a lot for taking
care.
