[Fiware-tools] Reply letter to Y2 cost rejections

Dear all,

I’m afraid I lack experience in this matter. I don’t know if the letter will be effective but I think it is worth the try. I think it is well argued and the tone is right.
I’ve added the Catalogue installation manual to the table.
