[Fiware-tools] Reply letter to Y2 cost rejections

Dear all,
the letter is almost in its final shape now. PLS note that a section was added to allow each partner to insert relevant notes WRT effort spent or any other comment. Theis section is at the end of the paragraphs dedicated to deliverables (you'll see some notes specific to ENG already inserted soon after the tables of prototype deliverables). 
We kindly ask you to add needed additional information (if any) within today EoB
