[Fiware] Cross-WP collaboration

As Juanjo suggested, this invites a more general discussion on cross-WP
collaboration. It could be useful to understand what each WP needs from
other WPs. Personally, I think the following items could be relevant:
1. Gain general understanding of the scope of other WPs, identify
potentials inter-dependencies
2. Keep track of progress of related WPs -- requirements, design, etc
3. Interlock on specific inter-dependencies
4. Review relevant parts of relevant documents produced by other WPs
5. Code integration

In my opinion, subscribing to the working mailing lists of the related work
packages does not serve well either of the above goals. Maybe we can think
of a more efficient scheme to collaborate across work-packages -- perhaps,
a combination of email, Web site (blogs, wiki, etc), periodic conference
calls and/or F2F meetings, etc.

Thoughts?

  I believe that decision on who should be in each list is up to the WP
Leader.

  I don't see that it is a bad practice that partners other than the one
officially involved in a WP are registered in that WP's mailing list.   But
I'm not religious on this.

  I copy the fiware list because I believe that the issue is common and the
response is also relevant for other WPs.
