[Fiware] Cross-WP collaboration

I think that a good starting point is to start with a F2F meeting after we have
clarified not only our starting point but their starting point too. That's mean
that a brief presentation in PhC about what is our objectives and what they
want to use from us is enough for now.

 I believe that decision on who should be in each list is up to the WP
Leader.

 I don't see that it is a bad practice that partners other than the one
officially involved in a WP are registered in that WP's mailing list.   But
I'm not religious on this.

 I copy the fiware list because I believe that the issue is common and the
response is also relevant for other WPs.
