[Token-all] paper submission from uc

dear all,

i'm glad to put at your attention the attached paper which judith and her
team at uc intends to submit for publication to the ieee access magazine.

i think it is a great valuable contribution from our project! thank you
judith and whole team.

if anybody objects to the publication, please let me know with a written
qualified statement. if i do not hear anything within 15 days from now, the
paper is considered accepted by the consortium for submission and judith
can proceed with the publication process.
