[Token-all] observations letter version ready for submission

dear carlo,

thank you.
i put monitors as this was the term used by our po throughout the whole
review process.
in case i'd change it to "reviewers" which is the official h2020 term.

implications of the corrective actions are obvious and agreed by all.
