[Token-all] Disseminating the TOKEN Societal vision

Even though the TOKEN Societal vision has now been published and up on the
DLT4Gov space for a few months, I just realized that I hadn't yet sent an
email to you all reminding of this fact! So this just a heads up that the
Vision paper (the first Policy Observatory paper) is available here
