Hi Judith, As suggested by Karen in today's EB meeting, here below is the link to the document that was mentioned by Renske Stumpel (Municipality Groningen, NL). It's actually an OECD report prepared by Prof Juho Lindman (who is himself implicated in the INTERREG project BLING). The Dutch project is called Stadjerspas vouchers and they switched indeed from blockchain to another technology. In essence, as far as I remember, the key point for switching was that they had to renew the public procurement and the new provider proposed another technology than blockchain which also made the job.
