[Fiware-mundus-committee] FIWARE Mundus Committee charter and kick-off of activities

Again to clarify (done in another thread of emails):

We need to put in place a formal process for adding people to the list 
and giving them access to the folder. This shall be discussed at the 
FI-GLOBAL meeting this week and then done before the end of this week.

We need first to clarify the issue within FI-GLOBAL before expanding to 
the Mundus Committee. Again this shall be discussed at the project 
meeting and then we can expand the discussion into the Committee.
