[Fiware] [FI-CORE] Status of the reports and the NEF session: we are about to submit it

Dear all,

We are about to submit the NEF session to the EC. Theoretically this 
could be accepted at once but in practice our experience is that there 
are always some bounces from the EC asking for clarifications or 
changes. Let us see.

The Periodic report does not have particular comments from any partner 
that justify a new round of checks, it is basically the same one with 
minor changes that have an isolated impact on particular partners. 
Unless something new comes up, I have decided not to send the 
"objections" part this time so I will delete the mention to it. In 
summary, _the 2nd periodic report is ready to be sent now_.

As for the _Final report_, we will wait in case there are any extra 
comments but if not, I will feel free to submit the NEF session with it. 
The only modifications I've made so far are minor changes in the list of 
dissemination activities (partner specific) and adding an explicit list 
of FIWARE Lab nodes that we had at the end of 2016 in section 1.3.9 
FIWARE Lab, stating also the nodes that left in the course of FI-Core. 
The deadline for comments was Monday EOB - so if we do not receive any 
by then, _we will feel free to press "submit" on Monday from 6pm 
onwards_. I enclose the Final Report in its current state, as I intend 
to send it.
