[Fiware-iot] Template Handler: Southbound interface(s)

All,

As one of the action items from last call, I have consolidated the functionality needed for this interface, see:

I am afraid the Things Management GE as it stands (i.e., the functionality provided via NGSI-9/10) cannot fully cover this. So we would need to extend it or find some other GE within FI-WARE that has this functionality. Does anyone have an idea what that could be?
